Pemetaan Risiko Bencana Konflik Di Kota Surakarta



Fenomena menarik di masyarakat kota Surakarta adalah masyarakat tingkat kecamatan dan kelurahan tidak menyadari bahwa daerahnya memiliki risiko bencana sosial. Risiko bencana sosial berupa konflik kekerasan. Sehingga konflik kekerasan diselesaikan secara sporadis, temporal dan berdasarkan kecendrungan yang ada di masyarakat. Akibatnya adalah konflik kekerasan terus berulang. Pertanyaan penting untuk dapat mencegah bencana sosial terjadi kembali adalah Bagaimana pemetaan risiko bencana sosial dapat menjelaskan ancaman keberagaman, kerentanan dan kapasitas masyarakat kota Surakarta dalam mencegah konflik kekerasan yang berpotensi akan terjadi?”
Berangkat dari pertanyaan terebut, menurut penulis kajian dan analis terhadap risiko bencana sosial yang akan dihadapi masyarakat kota Surakarta menjadi hal yang penting. Paling tidak dengan mengetahui daerah-daerah yang memiliki risiko bencana sosial yang tinggi dapat di ketahui, dipahami dan dijadikan prioritas dalam kegiatan-kegitan transformasi konflik.
 Untuk melakukan kajian dan analisis penulis menggunakan metode penelitian kualitatif. Yakni melakukan pemetaan risiko bencana sosial dengan mengkaji ancaman, kerentanan dan kapasitas yang ada di masyarakat kota Surakarta. Hasil dari pengumpulan data selanjutnya di analisis dan direfleksikan dengan metode analisis pengurangan resiko bencana berdasarkan penelitian pustaka.
Berdasarkan kajian analisis pengurangan resiko bencana bahwa kota Surakarta dapat dipetakan risiko bencana sosial yang akan dihadapi baik dengan skala risiko tinggi, sedang dan rendah. Daerah-daerah yang memiliki risiko bencana sosial tinggi berada di kelurahan Joyosuran, Semangi, Sangkrah, Pasar Kliwon, Gendekan, Pajang, Tipes, Joyontakan dan Keprabon. Berdasarkan kajian dan analisi tersebut maka menurut penulis, upaya membangun budaya toleransi aktif, menghormati harus di kembangkan dengan pendidikan perdamaian, membangun kelompok-kelompok fungsi yang lintas etnis dan agama dan melatih masyarakat dalam melakukan mediasi terhadap konflik.

Disaster risk reduction is everyone's business.

Disaster risk reduction includes disciplines like disaster management, disaster mitigation and disaster preparedness, but DRR is also part of sustainable development. In order for development activities to be sustainable they must also reduce disaster risk. On the other hand, unsound development policies will increase disaster risk - and disaster losses. Thus, DRR involves every part of society, every part of government, and every part of the professional and private sector.

Conflict Reduction concept itself is rooted in the awareness that the social world, where human beings as social beings live and interact, full of potential conflict. The basis of the social world order is a conflict. Conflict is unavoidable. Therefore, the conflict cannot be eliminated. Conflicts can only be managed its resources so that the risk violent conflict can be reduced or eliminated.

1. Transformative nonviolent peacemaking begins with taking responsibility for our own state of mind, feelings, and actions.

In most conflicts, we have two different ways of responding. The first is to react defensively. Often we do this by instantaneously acting out deeply ingrained conflict scripts. The second way is to allow our true self to take action. This is the way of transformative nonviolent peacemaking.

Risk Assessment

  1. Hazard assessment – knowing the face of the hazard---hazard characterization 
  2. Vulnerability assessment- identification of element at risk and its degree of vulnerability (time and space in proximity of element at risk to the hazard)  
  3. Capacity assessment – Degree of vulnerability of element at risk (High, Medium and Low categories) in relationship to the capacity to survive and bounce back
Capacity gaps –
1.Hazard specific (Prevention, Mitigation)
2.Different degree of Vulnerability of element at Risk (Individual Survivability and Community readiness)
2.Conclusion either the risk is high or low

A Butterfly Story


One day, a small opening appeared on a cocoon
A man sat and watched for the butterfly for several hours

As it struggled to force its body through the little hole
Then, it seems to stop making any progress
It appeared as if it had gotten as far as it could
And it could not go any further.
So the man decided to help the butterfly
He took a pair of scissors and opened the cocoon;
The butterfly then emerged easily, but it had a withered body,
It was tiny and shriveled wings.
The man continued to watch because he expected that at any moment, the wings would open, enlarge and expand, to be able to support the butterfly’s body and become firm
Neither happened!
In fact, the butterfly spent the rest of its life crawling around
With a withered body and shriveled wings
It never was able to fly.
