Resolving underlying causes of vulnerability

Capacities are analyzed as the interaction of the resources and access to these resources by the different groups at risk and the overarching systems and structures that decrease or increase the capacity to confront the disaster risk.

DRR FORMULA

Risk = Hazard x Vulnerability
        Capacity 

 
Hazard

Those based in nature: earthquakes, droughts, floods, avalanches, etc.
Those based in violence: war, armed conflict, physical assault, etc.
Those based in deterioration: declining health, education and other social services; environmental degradation, etc.
Those based in the failing of industrialized society: technological failures, oil spillage, factory explosions, fires, gas leakages, transport collisions.
 


Vulnerability

Is hazard specific and in the eyes of a hazard we are equally vulnerable if we are living in the same location but the capacity to cope is another story

There are capacities that addresses hazards and these are:
Preventive capacity
Mitigation capacity

Principles for DRR espouses building resilient communities


  Recognition that communities have accumulated knowledge in addressing hazard events and navigating from their adverse conditions
 
Recognition that communities are survivors rather than victims

Recognition that basic rights are foundation of safety
 
  Recognition that community organizations are mechanism for successful disaster risk reduction initiatives and that the government is a major player
 
  Recognition that communities have to take responsibility for their most at risk members
  
Recognition that it is the communities that decide if they are in a state of disaster:  if they could not cope and need outside help or they can cope and have the capacity to face the challenge
 
  Recognition that resiliency is not merely accumulated physical assets or secured livelihood.  Resiliency is the will to survive and claim his/her rights to be members of just and equitable society.

Distinction between a hazard and a disaster

A hazard can either be man made or natural but it is not synonymous with ‘disaster’.
A disaster occurs when a community cannot cope with the deleterious effects of a hazard. Therefore, a disaster is a social construct, always the consequence of human failure to plan well. In other words, a hazard event is a necessary but not sufficient condition for the occurrence of a disaster. For example, if a flood occurs in south Sudan but does not result in massive loss of lives and property, the flood is only a hazard event not a disaster
Oftentimes, government or external agents go ahead and declare a disaster on behalf of communities without consulting them. Government declaration of disasters is also sometimes political. It should be noted that if a community can cope with the effects of a hazard they would not seek external assistance. However, if they cannot cope, they will also let it be known right away. Therefore, the point of reference for declaring a disaster is the community.

DRR & MDGs

The Millennium Development Goal (MDG) is now being defined by the UN agencies from the DRR perspective. Their thesis is that the MDG will never be attained unless disaster risk is address.


“As long as these risks is not being reduce, achieving progress in poverty reduction, social equity improvements and sustainable economic growth may be seriously jeopardized”.

Hyogo Framework for Action

1. Ensure that disaster risk reduction is a national and a local priority with strong basis for implementation

2. Identify, assess and monitor disaster risk and enhance early warning

3. Use knowledge, innovation and education to build a culture of safety and resilience at all levels

4. Reduce the underlying risk factor

5. Strengthen disaster preparedness for effective response at all levels

Various terminologies in disaster risk reduction (DRR) have surfaced in recent years to convey the essence of different DRR concepts. Hence common understanding of the terms and concepts is required. This will enable you to comprehend fully the succeeding discussions on risk reduction (DRR).

Frequently Used Terms in DRR:
Capacities – refers to individual and collective strength and resources that can be enhanced, mobilized and accessed, to allow individuals and communities to shape their future by reducing disaster risk. This includes prevention, mitigation, and survivability of the individual and readiness of the community.

Undang-undang Dasar memberikan kebebasan dalam beragama, dan pemerintah pada umumnya menghargai pemakaian hak ini. Tidak ada perubahan dalam status penghargaan pemerintah terhadap kebebasan beragama selama periode pembuatan laporan, dan kebijakan pemerintah kian memberikan kebebasan secara umum dalam beragama. Namun, saat sebagian besar penduduk menikmati tingkat kebebasan beragama yang tinggi, pemerintah hanya mengakui enam agama besar. Beberapa larangan hukum terus berlaku pada beberapa jenis kegiatan keagamaan tertentu dan pada agama-agama yang tidak diakui. Beberapa larangan Pemerintah terkadang memberikan toleransi terhadap diskriminasi dan perlakuan kejam atas kelompok-kelompok agama yang dilakukan oleh kelompok-kelompok

Menata Kedamaian

pada tanggal 20 s/d 25 oktober 2008 saya mengikuti training Pengurangan Resiko Bencana oleh asyarakat (PRBOM) yang dilakukan oleh Karina dan CRS.
pelatihan ini melatih tentang bagaimana menjadi seorang fasilitator PRBOM.

saya tertarik mengikuti pelatihan ini karena saya memiliki program PRBOM di Jogja.
juga saya sedang membuat tulisan tentang PRB untuk bencana konflik.
masih sedikit para aktivis perdamaian memilik paradigma pengurangan resiko bencana konflik, akan tetapi aktivis bergerak setelah konflik meledak.

pada tanggal 23 oktober saya dan teman-teman akan melaksanakan seminar kajian potensi konflik di Solo Jawa Tengah. kajian ini untuk mengetahui kerentanan dan potensi konflik menjelang pemilu. akan tetapi tidak hanya melihat pemilunya, kami melihat kepada kerentanan masyarakatnya yang mudah menjadi bahan bakar konflik.

Perdamaian adalah keniscayaan

damai dalam Islam
Mungkin kita semua telah mengerti arti kata Islam. Islam berasal dari kata salam yang artinya damai. Dalam konteks agama, Islam berarti tunduk patuh secara menyeluruh kepada Allah SWT. Apa itu kebenaran? Nabi Isa A.S pada saat pengadilannya ditanya oleh Raja Pontus Pilatus, apa itu kebenaran? Sayangnya Al-kitab tidak mencatat jawaban Isa A.S, namun Allah memberitahu pada kita dalam kitab suci Al-Qur’an, apa kebenaran itu? Dia mengatakan : “Kebenaran datangnya hanya dari Allah oleh karena itu janganlah engkau menjadi orang yang ragu”. Apapun yang datang dari Allah adalah kebenaran, Dialah sumber kebenaran itu, apapun yang diwahyukan dan dikabarkan pada ciptaannya tidak lain adalah haq atau kebenaran. Al-Qur’an ini adalah sumber kebenaran. Kitab ini mengabarkan bahwa apapun yang Allah katakan adalah kebenaran.
